The California Department of Social Services (CDSS) made a commitment to two things; 1) improving the rates of clients getting on a career pathway by better understanding their barriers and assets to employment and 2) using technology more effectively in collecting, analyzing and using information from clients to improve practice and policy.
TSO was selected by CDSS and ICF to guide the development and delivery of training to county Department of Social Services teams across the state. TSO led a team of national experts who combined content on motivational interviewing, use of on-line assessment tools and adult learning theory into a highly-effective classroom training model.
TSO built both pre-class assessment and post-class evaluation processes that could be linked to ongoing technical assistance that assured quality implementation.
TSO also designs and facilitates an ongoing CDSS Oversight Work Group on reform efforts. The 35-member group includes legislative staff, advocates and senior state executives. The group reviews data, implementation efforts and provides recommendations for practice and policy enhancements.
